It looks like a non-military helmet of some sort with a Tschako plate stuck on it.
 
Even as a newbie, I can tell neck guard doesn't look right at all, and neither does the spike and spike mount. I wouldn't touch it.
 
I agree this one is complete crap. Perhaps a converted fireman's helmet :-k

It's not unusual for Beamte helmets to have trim on both the visor and neck guard. The only things that bug me are the rosettes on the chin strap and what looks like a cockade (usually helmets like this would have the city colors on the other cockade). It's a pretty old helmet judging by the liner and it does look as if it's been 'parted' together. Who knows its true story. Could be from some fire chief in a small Dorf who wanted to look more military with the spike (due to service perhaps?), but I really wouldn't know without looking at all of the coats of arms and the helmet itself. I'd say that the chinstrap and probably the cocades were later replacements. The rest of it looks okay to me.
