Here is war uniform board I've picked up.

I'm told it is for a sound ranging unit. Does anyone know if the unit number has any relationship to an Artillery regiment or if they were just assigned numbers as raised?
 
the kingdom of prussian did have sutch artillerie regiment
named
4.lothringisches feldartillerie regiment nbr 70
was stationt in metz and asined to the 16de armeekorps
is was raised in 1899

I don't think so. Tony's section on cartidge casings has reprinted an article by Mr. Chip Minx on the ranging troops at the bottom. It is a good explaination.

The Schallmeßtruppen were not affiliated with any regiment; they were directly subordinated to Army Groups, Armies or Army Detachments. Schallmeßtrupp 70 served under command of 8., 6. Armee and Armee-Abteilung C.
