You can also easily see that it's FLIA because of the rounded chinscales. The Latrine Inspections Abteilung zu Fuss (LIAzF) had flat chinscales.

It's an M1895 private purchase for Unteroffizier (NCO) of the Feld Latrine Inspections Abteilung (FLIA). The helmet has the special luxus parade emblem screwed on. This was only used when Parade latrines had to be inspected!

The FLIA and LIAzF were not alowed to wear parade Haarbush at any times for obvious reasons. That's why they had their distiguished metal parade thingie...
