Can anyone make out the insignia on the helmets ?
They don't look like the regular eagle to me.

given that the photograph was taken in Stuttgart, it is presumably the Reichsheer “Stahlhelmwappen” in the Württemberg colours black over red. The eagle was not introduced until 1934.
