Weird winter hat?

I think it vaguely resembles a bearskin of Napoleon’s Old Guard. It does look somewhat old, so I’d venture to say that it was either…

1. Made around the time Napoleon’s ashes were returned to France, to be worn during the procession through Paris. (Though, based on the condition of the item, this is unlikely)

Or it was…

2. Made as a souvenir or commemorative piece in some town for the centennial of a major Napoleonic battle, which I think is more plausible.
