What's supposed to be in the centre

I am a bit puzzled, what could be in the centre of the starburst? Patina looks right for rest of the plate but something was there in the centre of the starburst. The reserve cross was a later add on.

Eagle looks to me to be a casting, mounting studs have hex nuts. Tape covers area where star would mount. Star could be from from police or fireman helmet, clearly it had something else mounted to it once. I actually saw a brass star about that size that came of a whisky bottle.
