As for the missing medal, I suspect it would be the Prussian Dienstauszeichnung 2. Klaße (awarded for twelve years service). The cross is the 1st class award for 15 years service.

I agree Lost Skeleton, but surely he shouldn't be wearing them both at the same time? I thought newer Long Service Awards were supposed to replace old ones. If not why isn't he wearing the 3rd class (for nine years) as well? I guess it's not that uncommon to see medal regualtions being broken...

Or more likely the missing medal is the 1913 Landwehr second class award, Landwehr Dienstauszeichnung 2.Klasse.

Landwehr long service awards could legitimatley be worn alongside (but behind) the first and second class regular long service awards. See 1915 regulations-

You can't see the "Fur". Obverse is 1914-1918. Given the crossed swords on the ribbon, I presume it is an Austrian combatant merit medal.

The problem with the Landwehr Dienstauszeichnung 2.Klasse pictured is that it is a 25mm medal and looks odd on this medal bar. Someting closer to 36mm is needed. Your thoughts?

I'm a bit confused. How do you know the missing medal was 36mm? Looking odd was never a problem the Germans seem to have worried about with bars...

Well I don't know that it was 36mm but I have not seen a medal bar that mixed "standard" medals (let's say 36-42mm) with what essentially looks like a miniature (25mm). Do you or anyone have a picture of such a bar?

Yes, the Long Service medals are a bit smaller than most medals, see this Bar from the JW collection.

The Long Service award (on the blue ribbon) is noticably smaller than most medals and especially when compared to the 1897 Centenary Medal (on yellow ribbon next to it) which was larger than most medals.

You're right though in that true "miniature" medals would not be worn with standard size medals. But as we see in this photo, there were varieities within sizes of "standard" medals.
