A mysterious photo from China

In the last decades of the 19th and the beginning 20th century came different cadets and young officers from China, Japan ... to Germany.
Often they were members of royal or other aristocratic houses.
In the army they got German military education.
They were dressed in their origin uniform or also in (German) Prussian uniforms with nationality markings of their homelands. This was a matter of diplomatic agreement.
In this case the young man has a rank of a lieutenant and he is dressed in the uniform of a Prussian cuirassier-regiment but with chinese badges.
