Bruno if you look at period images of this rather awkward helmet in wear, by soldiers on horseback, the chinstrap is always under their chins where it should be, as even at a trot, that helmet wouldn't last a minute without it being held on tight with the chinstrap.

The correct way to wear a Fangschnur is always around the neck, even in garrison. As Bruno said, it is not ornamental; it is functional. If the Tschapka fell off while on horseback, it would easily be lifted up and placed back on the soldier's head.
