I believe it's seal fur. The same material used for hussar busbies/pelzmutzen

At the Bertrand Malvaux website it’s always referred to as Vache marine and that is not a seal. You can watch photos of Vache Marine/Sea Cow here:

There is also an island in the Indian Ocean, Vache Marine Island/Sea Cow Island, named after the animal dugong that lived there. There’s a population of Manatees outside the west coast of Africa and the Americas.
