I think it is a Grenadier eagle from post 1899, because it is very large. In 1899 the Guard and Grenadier eagles for officers were enlarged to a width of 28 cm (old: 23 cm) and a height of 12,5 cm (old: 11 cm).This is a very interesting Wappen. There is flame on top of the scepter which is rare. I had a helmet with Wappen like this few years back. l think it is older version of grenadier eagles but not sure.
