IMO Prussian General who was an Adjutant to the Kaiser
( Kaiser Wilhelm's Grandfather ) this is the same cypher
that Kaiser Wilhelm II wore on all of his straps and epaulettes

If I had to bet, I would say they are for a Generalmajor of the Infantry who was attached to the staff of the Kaiser
