This is 100% a felt shell. The darkened area on the edge is a burnished dirty edge...that's all. I have seen this before and it can easily be sanded off...with sand paper...

Thank you for that information. I imagine they must use some sort of chemical stiffener as well to make the felt get so hard, or is it just very thick felt that is compressed so much it becomes very hard? Interesting discussion.The felt helmets were pressed over a mold under pressure and hot steam. Hat makers use steam machines to adapt felt hats to head shapes. The felt can be shaped again under hot steam.
