Guard Wappen Without Bandeau Etc.

Is anyone familiar with a plate I have seen that is a standard guard eagle with spread wings and Prussian crown but lacking the sword, orb and bandeau. It is just the eagle without anything in its talons.

Is this for burgerwehr or police? Some colonial eagles have empty talons but the crown is very different as is the eagle itself.

I don't have the ability to load pictures. I notice that it is about a third smaller than a standard guard eagle so I suspect it is for a non-military department. I had a forestry service eagle from the 1850's but the eagle stood on a trumpet but it was very similar to this one. Thanks
